The Orthogonal Lock is used to restrict movement to one axis only. In other words, with Orthogonal Lock checked you can draw or move things either horizontally (along the X axis) or vertically (along the Y axis).
When you are carrying out your drawing or editing action the furthest distance in which you've moved your cursor along a principle axis, either X or Y, is the one in which the movement is allowed.
Note that you can only draw Lines, Text and Dimensions with the Orthogonal Lock checked. All other drawing commands will be greyed out as you cannot create, for instance, a circle with extension in only one direction.
You can toggle Orthogonal Lock using the FastKey F7 - this applies even in the middle of drawing and editing actions.
