Modifiers affect the way drawing, moving and editing actions behave. When an action is modified it is carried out in relation to something else.
The Snap to Rotation modifier can only be used in conjunction with the Rotate Cursor and when it is checked, objects can be rotated in fixed increments of degrees. The default setting is 15° so when objects are rotated under this modifier they can be rotated to 15°, 30°, 45°, 60° etc. You can change the snap angle value by clicking on Snap Defaults in the Options menu.
